On September 26, 2018,  the City of Coachella, Cabazon Band of Mission Indians and Twenty-Nine Palms Band of Mission Indians entered into a Joint Exercise of Powers Agreement creating the Dillon Road Joint Powers Authority (JPA).

The Commission is made up of two members of each each agency, plus one member from the public. Meetings are held at 3:00 p.m. on the second Thursday of each month. The meeting location rotates between the three member agencies in the following order:

• Coachella (Council Chamber at 1515 Sixth Street, Coachella)
• Spotlight 29 Casino (Showroom at 46-200 Harrison Place, Coachella)
• Fantasy Springs Resort and Casino Special Events Center (Executive Board Room at 84-245 Indio Springs Drive, Indio).
