CITIZENS OVERSIGHT COMMITTEE:
The voters passed the Utility Users Tax in 2010. The Utility Users Tax Citizens Oversight Committee meets annually (usually in April or early May) to review revenues and expenditures from the utility users tax collected and make recommendations to the City Council for its use.
To be eligible for appointment to the Commission you must be a resident of the City of Coachella. Members may only serve on one commission/committee.
Note: In the event a member of the commission has three (3) consecutive unexcused absences from meetings of the Commission, the City Council may declare the office of such member vacant.
Members of commissions shall be appointed for four year terms or less. The term of each commission member shall continue for the term of the nominating council member and automatically terminate when the council member’s term ends. If a council member is reelected, that council member is entitled to make all new nominations or may choose to re-nominate the council member’s previous nominee.
Citizens Oversight Committee:
There shall be a citizens advisory committee called the "citizens oversight committee" (hereinafter "committee"), which shall annually review revenues and expenditures from the utility users taxes collected pursuant to this chapter.
- No member of the committee shall be an elected official for any public entity whose jurisdiction encompasses, in whole or in part, the city. The police chief, fire chief, and one member of city council shall attend committee meetings, but shall not be voting members.
- Committee Organization Procedures. The committee shall select one of its members as chairperson. The committee shall follow the rules of procedure of the city unless and until, upon the report and recommendation from the committee, the city council adopts a specific set of procedural rules for the committee.
- Regular Meeting; Provision of Support Services and Information. The committee shall be subject to the provisions of the Brown Act (California Government Code sections 54950 et seq.) and shall meet at least once each calendar year. A regular meeting schedule shall be determined in accordance with the Brown Act and thereafter meetings shall be noticed by the city clerk. The city manager or his/her designee shall serve as executive staff to the committee.
- Annual Report. The committee shall review an annual expense report of the city relative to activities funded with the tax monies. Not later than the last day of the sixth month following the end of each city fiscal year, the committee will present its findings and conclusions to the city council for its review.
